I've tried just about everything but I've only found one method which really works to get paint to stick to varnish. First, sand the surface. Then, saturate a rag with liquid sandpaper and rub the surface until you feel it start to bite. Then brush on a coat of alkyd primer thinned with liquid sandpaper. The action of the brush over the surface helps work the primer in creating a bond. At this point you can top coat it however you like.
The sanding gives you a mechanical bond, and the liquid sandpaper gives you a chemical bond.
This system is much more labor intensive that the other systems which have been suggested, but ultimately all those other systems fail. There are all sorts of products which claim to work without sanding, and they'll work well enough to hold themselves. But as paint dries, it shrinks, which puts tension on the previous coat. Each coat of paint increases the tension until finally the point of weakest adhesion breaks loose.What's best procedure for preparing wood stained paneled walls to be painted? 1.) Murphy oil for cleaning = $ 5.00 or Nox gloss = $ 20.00
2.) 3inch all purpose brush = $ 15.00
3.) Roller set up 3/4 nap, metal screen, 5 gallon bucket, rollor handle, 6ft pole = cheapest = $25.00
4.) 10x10 8ft wall's # 1 gallon Kitz oil pigmented = $ 10.00
Must put 2 coat's
5.) 120 grit sandpaper = 25 cent's a sheet
6.) Drop cloth ( runner ) rubber back curtain's will do fine maybe find some at Good Will or Twirft Store = Cheapest
7.)10x10 8ft wall finish coat # 1 gallon suggest eggshell washable paint = $ 17.00
8.) Thinner = $ 3.00 a gallon
9.) # 1 gallon work pot = $ 1.00
Clean wall's first and sand lightly between coat's of primer (2) coats primer than paint your wall's one at a time and than carry on. One hour dying time apart.

Finish coat (2) coat's
wash the walls with a powdered cleaner called TSP %26amp; prime the wall with primer made for paneling then paint with a latex paint.
Clean with TSP...
Prime with KILZ (water-based)...
Latex paint will work fine...
These are the same methods, that I always use.
Clean the walls, prime with Kilz, then paint
