Priming the walls is the best way to start. One reason for the mess could be that the walls were painted with a gloss paint. If you painted directly over the existing paint, the new paint may not adhere properly. Another thing to take into consideration is if the paint you used was an inferior quality it may also not work properly. Ok you're question is in the wrong section lol, but how long has it been since you've painted the walls, and what room was it in. Kitchen, bedroom? The reason i ask is if its a kitchen the grease will build up on the walls and the paint wont stick. Also make sure you mixed the paint before applying it. You might want to try washing the walls, just take some water and light soap, over time dust and grime accumulates on the paint and sometimes it will cause the new paint to seperate and sploch.
