Unless you just love to paint, and paint, and paint, use a sealer under-coat first. One name brand is Kilz, but there are others. Apply a good heavy coat of sealer and see how it looks after its dried. If it's not bright enough, (white), apply another coat. (Sometimes a 3rd coat may be required.) If you do this first, you may get away with just one coat of a lighter colored paint to get your desired result.

You MUST wash the walls in TSP first. Make sure to wear gloves because it is very caustic. Then prime with an oil based primer such as KILZ. Kilz comes in water base and oil base so make sure you get the correct one. If you do not follow these steps the water base paint will peel right off the wall. Have fun!
