We don't have a large youth group. We avg. 10 on Sunday mornings. But we are having our 1st lock-in and want something they can all work together on and make thier own. Our youth would love to just paint the walls, but the church won't allow it. So we want them to still put a little bit of themselves into thier room and look forward to having thier own space at church, where they can come and be themselves. If they want to paint the walls and you're not allowed, there are several other options that will give them the same affect.
Get a couple of large pieces of foam board and let them decorate them with Bible verses and pictures that go with the verses. Then hang or lean them against the walls.
Use cloth paint or markers to paint each child's name, fully decorated of course, on a large white sheet and hang it on one of the walls or from the ceiling.
If you want something that can be redecorated over and over, get a large piece of plywood and a can of Rustoleum Chalk Board Paint. We just painted one whole wall in my daughter's room and it actually works like a chalk board. Then let the kids use sidewalk chalk to change the decorations on it to maybe correspond with holidays or birthdays that month.

Go buy lots of construction paper and whatever neat stuff a you find at a craft store that you think they might make use of.

Hang up religious pictures and their favorite quotes from the Bible.

So far all the ideas you have received are all great and if you combine them you will have awesome results.
Also try making the room more relaxed like using a round table or if permitted and an old small couch no one wants or needs. You could use bean bags or pillows around an area rug.
Try hanging up christian band posters or use teen posters from Sunday School resource packets. You can even hang up old street signs or license plates.
Take pictures of events the youth have participated in or just of them and make collages and hang them up.
